30k for an experienced estimator is poor by anyones standards.
i suggest you tell your client that in order to get a half decent one the rate is more like 40-45 per annum.
for 30k you wll get someone with no experience and no contacts but who can be trained to use case and gain experience over the next 2 years at the employers expense.
