Part 1's are labourers not scaffolders so I doubt it.

In the eyes of the HSE, CISRS and NASC part 1's are trainees not qualified scaffolders.
They are going to introduce a new regulation stating part 1's will have to wear a hi viz with a large T (for trainee) on the back and pink helmets from 2014.
