No, when I worked for a certain large uk wide scaffolding firm last year, one of the managers got his mate in. The guy was a forklift driver or something.
Got him the start with a van and other perks and the firm paid to put him through the supervisor's course.
A forklift driver supervising guys with years of experience on a MAJOR project in Glasgow.
The mind boggles.

I personally never had an issue about non scaffs supervising scaffs, had it plenty over the years.
