It's not always about the calculation, its about best & standard practice.
Restrictions are in place to take out some of the best guess & near enough practice being used.
I will wait for 13 to arrive and apply it to what I have done for 40 years apply the logic of the R&A which is keep to the rules but make them work for you.

you dont have to stagger you handrail but they can count towards the stagger ledgers sleve in same bay asl long ad hand rail sleve in a diffrent bay is how i under stood it, top hand rail was allways same as ledger below bottom hand rails same as ledger above that was it staggerd, but int help you on the insides ledger inless them site agents had you puttin an inside rail in for fek all
