Model Constitution
Introduction
1. The name of the Confederation shall be the "Scaffolders Confederation for Consultaion Rights" (referred to in this constitution as "the S.C.C.R").
2. The S.C.C.R was established 12/7/2010.
3. The S.C.C.R has the following mission statement -

Mission Statement
The S.C.C.R’s main mission is to represent the whole of the Scaffolding Industry. The main objective is to represent the working Scaffolder alongside the Employer. Too many divisions exist in the Industry at the moment.
We are going through a major change with the way we have to work & our representation is not as it should be.
Everyone deserves a voice, from small one man bands to major companies & from the hard working Scaffolder to the Design Company or Consumables Supplier.
One from the roots!
An avenue has been opened with the HSE. This is the major step, we have been given the chance for regular meetings throughout the year to voice our concerns & have consultation on major changes to our Industry.
The main point of contact will be through the Scaffolders Forum, from which we were formed. All correspondence will be posted on the Committee for Consultation Rights.

Objectives
4. The S.C.C.R shall have the following objectives -
a. To be a central representative body to put the views of Scaffolding Industry to Government departments and agencies, Parliament, the European Commission and Parliament and other relevant organisations.
b. To be a research and statistical centre, to aggregate and publish statistics, and to provide analysis on the Scaffolding Industry and other relevant market information.
c. To be a technical centre providing commentary, guidance and advice on all legal and other regulatory developments of relevance to the Scaffolding Industry.
d. To provide a forum for the exchange of non-competitive information.
e. To promote the Scaffolding Industry.
Membership
5. Membership of the S.C.C.R is available to companies which Operate Within the Scaffolding Industry along side individuals working within the Industry. Admission to membership is at the discretion of the Committee.
Associates
6. The Committee shall, at its discretion, admit as an associate of the S.C.C.R any organisation that does not carry out scaffolding duties but which is otherwise interested in the business. Associates shall be entitled to receive most publications and other literature prepared under the auspices of the S.C.C.R, and otherwise be entitled to participate in the affairs of the S.C.C.R as decided by the Committee.
Finance of the S.C.C.R
7. The financial year of the S.C.C.R shall be the calendar year but this may be changed by resolution of the Committee.
8. The subscription scale shall be set by the Committee.
9. Associates shall pay an annual subscription fixed by the Committee.
Meetings of the S.C.C.R
10. The S.C.C.R shall hold an annual general meeting not later than four months after the end of each financial year. At least 8 members of the S.C.C.R, or the Committee, may at any time require the Secretary to convene a general meeting of the S.C.C.R. In convening such a meeting the Secretary shall give not less than 21 days notice to members.
Committee
11. The affairs of the S.C.C.R shall be directed by an Committee comprising -
a. Chairman
Vice Chairman
Treasurer
Promotions Secretary
HSE development Secretary
Training development Secretary
+ two other members to help with the above.
b. The Eight members elected from the “scaffoldersforum” on a nomination basis, each member serving for a six month term. Each member of the “scaffoldersforum” shall have as many votes as there are vacancies. The Committee may make bye-laws governing the conduct of elections. After the first six months the members of the S.C.C.R. will elect a new committee which will be in place for a period of 12 months.
c. No more than three members co-opted by the Committee.
12. A member of the Committee shall cease to be a member if he resigns from, or if he ceases to hold office in, the institution in which he has hitherto held office.
13. Each member of the Committee shall have one vote. The Chairman shall have a second, or casting, vote in the event of equality.
14. The committee can nominate any member of the S.C.C.R to attend meetings in their place.
Publicity
15. The S.C.C.R shall publish an annual report on its activities and a list of subscribing members. Both these documents will be published on the S.C.C.R & the “scaffoldersforum” websites.
Committees and Panels
16. The Committee may establish and maintain sub-committees and project groups, and may delegate matters to them.
17. The Committee may appoint technical panels to advise and assist it.
18. The Committee will publish all correspondence & minutes on “scaffoldersforum”
Delegation
19. The Committee may delegate any of their powers
Revision of the Constitution
20. This constitution shall be amended by the S.C.C.R, provided that at least 75% of the members of the S.C.C.R via e-mail or in writing vote in favour of amendments of which prior notice has been given.
Transitional arrangements
21. The following transitional arrangements shall apply ……….

Scaffolders Confederation for Consultation Rights
Introduction
We aim to provide help to the whole industry.
We welcome members from individual scaffolders, sole trader, LTD or Corporate companies as well as suppliers.
Throughout the year we will hold meetings with the HSE to progress the development of our Industry in a fair & safe way. One of the first issues we will contend is advanced handrails. The S.C.C.R is not against it but it needs to be applied correctly. Working up to three lifts should be exempt from this rule change. Controlled tunnelling is more than sufficient at this height. We see the step up as dangerous & illegal.
The S.C.C.R is also working on safe systems of practice in regards to temporary roofs & edge protection on industrial units. In time we are happy to help with any system of work. The idea is to produce generic systems for most applications. The danger is, if the rules are too strict then not every scaffolder will follow them hence making an unfair system which will lead to unfair practices.
The S.C.C.R wants training to be provided by an independent body with help & guidance from industry bodies producing guidelines & safe systems of work, which are available to the scaffolders doing the job. Why are qualified ECITB ticket holders not recognized by the CISRS scheme, some have been scaffolding for over 15 years!!.
We aim to run a charity side of the S.C.C.R that will be able to support scaffolders with training at the level they are experienced in. We will provide seminars & safety talks to regional areas FREE of charge, focusing on the four main areas of our Industry i.e. Domestic, Industrial, Specialist & Off Shore.
The S.C.C.R. aim to help scaffolders gain as much skill & information as possible so they can be matched with the right job. This in turn will enable scaffold firms to find the right scaffolder.
