NEWS: CISRS Supervisors & Managers Refresher Course Goes Live! From 1st March 2016

NEWS: CISRS Supervisors & Managers Refresher Course Goes Live! From 1st March 2016 anyone wishing to renew their CISRS Scaffolding Supervisor/Manager card will be required to complete the newly developed refresher/CPD course.
The course has been developed for CISRS by Rick Statham Managing Director of Safety & Access Ltd - Nottingham & North East Lincolnshire Ltd.
Following the recent successful completion of a Pilot course which was attended by scaffolding Supervisors from IBN Scaffold Access Ltd (Barnsley), High Peak Scaffolding Ltd (Buxton), CISRS Lead Instructors Tony Barry (NCC Midlands), Stuart Hemmings (WATA), Rob Nichols (Safety and Access) plus CISRS Scheme Manager Dave Mosley, all of whom are due to renew their CISRS Supervisor/Managers cards in 2016.
Rick Statham (Safety and Access) said: “There was a really good mix of delegates attending the pilot course which made for some interesting debate and produced some suggested tweaks to the course content which have since been incorporated.”
The introduction of the refresher/CPD course for Supervisors which is in addition to the work carried out by the CISRS Standardisation working party is the first step in an initiative to introduce this type of programme for the whole of the CISRS scheme. Both HSE and the wider industry are great supporters of CISRS but had requested that they gave consideration to CPD which would reflect what a lot of other industry recognised qualifications require.
The programme would be two days in duration and will cover the following areas:

Health & Safety

Legal Overview – Health & Safety Law
Health and Safety Management
HSE ACOPs and Guidance

Performance Standards

British and European Standards
NASC Safety and Technical Guidance
TG20:13 & SG4:15 appreciation
Asbestos Awareness

Supervisory Skills

Planning and Organisation
Materials and Logistics
Competence and Allocation of Duties
Effective Supervision
Statutory Scaffold Inspections and Inspection Practices
Behavioural Safety overview
Effective Communication (including basic presentation skills, briefings and Toolbox talks)

Risk Assessment & Method Statement

Delegates are required to complete RAMS for several case studies.
Delegates will be required to successfully complete a written test, several case study projects, and deliver a toolbox talk all of which will contribute to their overall pass/fail assessment criteria.
CISRS Scheme Manager, Dave Mosley (CISRS) said: “CISRS Supervisor/Manager’s cards are recognised by Build UK and the wider industry, however Site Supervisor Safety Training Scheme (SSSTS) and Site Manager Safety Training Scheme (SMSTS) courses are often favoured by clients when requesting Supervisory training for those working on their sites. CISRS feel that as their course covers all the generic topics covered in the the SSSTS/SMSTS courses but is delivered with a trade specific slant that CISRS courses have more value and relevance to those working in the scaffolding sector. We are currently considering allowing those working full time within the sector who already hold SSSTS or SMSTS the opportunity of attending the new CISRS Supervisor/Manager CPD course and making them eligible to apply for a CISRS Supervisor card.”
Course materials will be passed onto to the approved providers imminently in order to be ready for the 1st March launch date.
For further details about the Scaffolding Supervisor Refresher course, other CISRS card courses, training changes following the introduction of TG20:13 and SG4:15, information and dates on courses available, a list of approved training providers, or to find out more about CISRS, please visit CISRS or email enquiries@cisrs.org.uk

Don't Need A Scaffolding Inspection Card if you got the following.

But I Can See Them Closing This Loophole Shortly

Q: Who is competent to inspect a scaffold?

Legislation specifies that anyone carrying out an inspection must be competent to do so. To be competent that person must have the necessary training, knowledge and experience.
As a minimum the NASC would recommend:
a) A CISRS Scaffolder cardholder would be deemed competent to inspect the scaffold structures that are covered in the CISRS Part 1 & Part 2 courses provided their employer can demonstrate they have the necessary knowledge and experience.

b) A CISRS Advanced Scaffolder cardholder would be deemed competent to inspect the scaffold structures that are covered in the CISRS Part 1, Part 2 & Advanced courses provided their employer can demonstrate they have the necessary knowledge and experience. The contents and overall objectives of the CISRS courses can be found in the CAP 609 General Information Booklet Appendix A-C pages 37-44.

c) A CISRS Scaffolding Supervisor cardholder would be deemed competent to inspect the basic scaffold structures that are covered in the CISRS Part 1 and Part 2 courses provided their employer can demonstrate they have the necessary knowledge and experience. If they also hold an Advanced Scaffolders card, then they would be deemed competent to inspect advanced structures. The content and overall objectives of the CISRS Scaffolding Supervisor course can be found in the CAP 609 General Information Booklet pages 22-23.

d) A person who has been on a CISRS Basic Scaffold Inspection Training Scheme Course SITS would be deemed competent to inspect a basic scaffold structure provided their employer can demonstrate they have the necessary knowledge and experience and they have passed the knowledge test at the end of the course. This course is suitable for: Management/Supervision who are responsible for inspecting scaffolds and completing reports in accordance with the Work at Height Regulations 2005. Note: If candidates who have attended the Basic Course want to inspect more complex scaffolds, then they will need to complete the Advanced Course after they have gained sufficient experience inspecting Basic Scaffolds on a regular basis.

e) A person who has been on a CISRS Advanced Scaffold Inspection Training Scheme Course * (min. two days) would be deemed competent to inspect more complex scaffold structures provided their employer can demonstrate they have the necessary knowledge and experience and they have passed the knowledge test at the end of the course. This course is suitable for: Experienced Scaffold Inspectors, Management/Supervision who are responsible for inspecting, commissioning and handing over scaffolds, and completing reports in accordance with the Work at Height Regulations 2005.

A CISRS SITS qualification will remain valid for a 5 year period. At which point the delegate will be required to re sit to course and renew their CISRS SITS card in order to maintain their inspection status.

f) Persons who are required to carry out inspections of System Scaffolds must, in addition to the basic scaffold inspection course, have product knowledge of the system to be inspected. This may be sought via CISRS approved training providers, the manufacturer/supplier or as an absolute minimum by obtaining and using the information provided in the official product user guide. This would also apply to CISRS Scaffolder and Advanced card holders, however they could be deemed competent to inspect system scaffold if they already have system product endorsements on the rear of their cards.

in short
according to the head honcho of the health and safety executive

you are deemed competent enough to inspect any scaffold that you are

by your card part 1 part 2 or advanced that you can build on any of

those tickets

I don't think a part 1 can inspect or sign off as he's not classed as competent until he's got his part 2 card in his hand. It's all down to the principal contractors asking for inspection cards

What about the refresher for all scaffs, anybody heard anything more about that?

There is no legal requirement for any scaffolder in this country to have any CISRS recognised cards. You just need to prove competence to erect scaffolds. I know all sites ask for them but that is only because they are misinformed by the you know who. Scaffold companies need to make their clients aware that the prices will be going up if they want CISRS registered scaffolders on site and lets see what happens.

Thats the problem cisrs have them all brainwashed into thinking that they all need cards
