Idea for scaffold design

Gents,
Greetings. Ive been assigned to a project for Bin storage tank cleaning activity. The most challenging part is the Manhole entry size and position.
Specified tank is made of concrete in 20 mtr depth with a size of 4Mtr in dia with a single manhole entry (square size: 450 x 450 mm ) from top that too positioned to a corner of the tank/Bin.
I doubt with the type of scaffold to be erected to a depth of 20mtr through the only manhole with size limitation that too not positioned at the center but to a croner of the tank.
Seeking for expert advise and feel free for any further clarification to sort it out.

I had to build a job several years ago inside a vessel, about 2m wide, 8/9m deep. Similair size manhole access. Basically involved me abseiling down through the manhole to the bottom and building the job up from there, back up to the top.
The manhole was pretty central from what I can remember, but wouldnt have made much difference to the job itself. Not sure if this helps mate.
