Putlog heads on the transoms chopped into the brickwork then punched up off that. Good ladder is all you need to get to the brickwork..
 
I am going with more like he used the bolts. Surprised he didn't use a beam though even with the pick ups.
 
If it's a new build they probably have gone right through the brickwork with a standard on the inside.
 
There are inside standards they re just punched , so the bottom trannies must be sitting on a ledge or window sills or as already said wall plates
