Was there any scaffold in place at all?
Even round here, most people are well aware of the risks and repercussions if they have a fall. I erected a birdscage scaffold yesterday in the back of a 40 foot trailer with an aluminium walking floor. Hardly big time America stuff but it was good to see even the country fitters can do a risk assessment.
