Tying in of Scaffolds

We are currently working on various building sites erecting the usual 3 lift scaffolds and raising the boards as we go but now we are being asked to tie the scaffolds into the building. Is this just the sites being idiots or is this compulsory.
 
Any scaffold above 4 mts in height should be tied.......wether its window ties/ rakers and bolted to the wall .

Before ties required free standing static scaffolds max height if exceeds 4 times smallest base dimension.

TG20:13 Chapter 7 Para 3
"All TG20 compliant scaffolding should be tied to a permanent structure in accordance with this advice given in this chapter unless otherwise stated. Advice from a scaffolding designer should be sought when it is not possible to follow the guidance provided here."

That said if you considered your external "free standing scaffold" as an external "Free standing tower" the following may apply
1) "minimum base dimension: 1.2m along the length and width"
2) " Maximum height no greater than three times the minimum base dimension"

Depends on the plot size; If you use doubles for both handrails on a return, that then counts as a tie for both sides, presuming a square, or with enough footage.

Always did it on industrials, went on my SITS last year, had this confirmed as a tie, can leave them on the handrails on the way up, so with the odd window tie or raker should work well enough. Used to use a B&P on the inside ledger on the returns on a different firm for the same effect. So theoretically 4m in each direction.
