There are two very interesting video's which I would recommend watching to their conclusion.

More a vertical collapse (similar to the Milton Keynes collapse) Did not see any signs of ties (not to say they were not there) as you watch the failure progress across the building façade there appear to be no ties being pulled out.

There is reference made to possible overload which is possible towards the video end there are shots of large amounts of brick stacked on the platforms but the scaffold has failed above this level, not sure how many similar levels were above but raises questions as to why a loading failure would not occur below the heaviest level of load?

Interesting to see the outcome.

Ties or at least the absence of them.
If you look at the photos of the 1st building in the background it has a brick façade so possibly timber or block work frame, could answer the bricks on the lower lifts.
