No point on anyone working for agencies anymore with the new Government implications. Working under umbrella company we cannot claim for accommodation or / and travel ? it will be impossible for companies to fill the vacancies without both so any major contract will have to be rethought regarding dig money

When has this not claiming for digs come in?

It is being implemented by the UK government within 6 months, ask any reputable accountant and they will tell you. Umbrella agencies will be a thing of the past.
