Scaffold step question

Can I use a step off the ground or do I need to erect a kick lift ? To comply with sg4 /tg20 thanks :wondering:

Off the ground if it fits mate, kicker needed if the ground is uneven or soft I think!

Remember if you do put a kicker in you technically have to put the handrail on it off the ground, can't stand on that platform with no guardrail in place......
