rubbish scaffolding built by a cock

I spotted this today, it must have been harder to build this monstrocity like this rather than putting some lifts in ! anyone else seen dross like this. Worse still it went all around the house. Its either a really tall scaff or some one with no gear in the yard and no money to buy any.
