Hi, my name is Brian Duggan I am the MD of Northern Assessment and Training Ltd. We provide NVQ qualifications via the On-Site Training and Assessment (OSAT) route which enables experienced scaffolders to achieve a competence and qualification in the work place using workbased evidence. The card verses competence issue has been a bone of contention for many years. I have had two appeals turned down by Cskills so I am aware of the difficulties that many of you are encountering. With that in mind I will be happy to answer, where possible, any of your questions that are causing you concern at this time.

On the face of it doesnt seem to be very fair?

Hi Brian,
Should someone deemed NVQ Level 2 Scaffolding and Rigging competent by a registered A1 NVQ Assessor be able to get a CISRS card even if they had not done the actual CISRS training courses?

this is the pont I have been making in other section, the answere is NO!!!
I have level 2 andLevel3 NVQ and therefore the assessor says I am competent but CISRS says to hold their card although you are legally competent to NVQ specifcation YOU MUst attend and you or your boss must pay for training (although your competent) to gain a card. Look at some of the comment of experienced men who have attended part 1 and part 2 training

Its a ripoff !!!

Sorry Brian but this really makes my blood boil!!!!!!!!:mad:

Am i right in thinking we can get qualified by not staying away ! but an onsite assessment ?

I have 6 guys none of them with tickets aparpt from the CIS Touch screen trainee ones, 4 of them have been scaffolding with me for 10 years and are great scaffs, but the nearest training centre to Basingstoke where we are is Erith in Kent, which you would not want to drive there and back in a day !! Also they all have young families and wont want to stay away.

Is is possible to be assessed on site or at Yard, and show portfolios etc ?

Origanaly the CISRS card was to record and register the people working in our trade and the rirghts to do this where given to the CITB after the final report on Falsework in June 1975. In 1979 it was used for the registration of the scaffolders, I was a North West area manager for altitude scaffolding at that time and I was a registrar approved by CITB
I had also attended all the NW pre meetings from 1977 to registration.
A few years later the card was move from the direct control of CITB for whatever reason
and I believe it is now a Private Limited Company but I am not sure! one thing I am sure of it is not doing the job that was intended in fact it seems that a whole generation after me has been left in nomans land but if it is a private Ltd company they can say and do what they like!!!

No the CISRS card is not controled by CITB and it is 2 different things.
You must have competence present for what you are doing and the only way I know to do that is to have the NVQ.
Its like passing your driving test but being told you cannot have it untill you do 10 lessons with BSM!!!! there is no mention of cards in the working at heights regulations that I have seen.

Yes thats the way we do all the NVQs on site where the work is, Live observations of real work not simulations.
If you have 10 men and no qualifications IE NVQs you do need to sort it out if something goes wrong you could get nicked!!!!
Ask CITB if there are any OSAT centres by you if not send me an email and ill sort it out for you.
