What's the metre run rate for the middle east and what's the going rate for labour only?

If you want to hire labour only scaffolders you should be able to get from an agent for between 12 and 18 dirhams a hour depending on location and accomodation, transport etc.
Most jobs would be estimated by either m2 or m3 so you could work out a metre run rate easily enough.
If you have good certified scaffolders you could hire them out for around 20 an hour.

As a rough rule of thumb if you go between 25 and 35 dirhams a m3 depending on location, you will cover your labour, transport and camp costs and still make a tidy profit. Unfortunately there is so much scaffolding material laying about there are companies doing it for less than half price. Suss out if the client wants a proper safe access service or is content with a few boards slung here and there.
