High winds knock scaffolding down!

Whatever ties were in place [if any] certainly didn't do their job.
I was in the States in April and spent a while watching a gang of their Scaffolders erecting a job,yes they had all the PPE on and were big on clipping on but they went up at least 10m when i watched them working off of 1 steel board and with not a tie in sight.
I should add that it was on a busy street as well,anyone know what their regs. are like out there?

Jap frames used a lot in Asia, Australia etc, Germans had a version which was copied by SGB back in the 90's they called it Sprint.
So did Layher and Rux. They both had frame systems, specially GKN Kwikform in the early 90's that adopted the Layher frames. They looked a bit flimsy but ok when they were tied properly.
I honestly thought it WAS the Layher frames on the photo as they looked very similar.
