Actually know one of the scaffs off that site,told me that the concrete gang all asians not one spoke or understood English,had removed braces from the scaffold before the pour.Can't see any mention of that in the report.The scaff who had signed the job over had to do a vanishing act because the HSE wanted to blame him!!
 
A grand for a design suddenly seems good value.
