Police say no further action will be taken against the driver.

Which means there well may be some action against the scaffolder if his lamps were not flashing and his baulk timber in place. Hope I am wrong.
 
Here`s hoping all the trannies were flush,coz only needs 1 projecting out and me thinks the scaffolder might be in deep trouble.
 
Depends whose insurance company has the biggest lawyer really.

Of course he is to blame the scaffold didn't jump out at him but you know the way these guys operate, spread the blame far and wide.
