Disabled bays?

Hi

Can you tell me what the rules on erecting Scaffoldings which may infringe a Disabled bay, which I believe is an enforced one?

I can't seem to find any info on this and if the person who use's that bay needs to be notified?

Just was getting some clarification , when I was checking the Highways Act , then the section "Duty to have regard to needs of disabled and blind in executing works", etc. :wondering:

The District Council run the Residential Parking , and Local Council deal with the Highways side.
