its for tieing in to steel work,similar to the way you can use the apollo ties with band and plate.you drill the wholes into vertical h beam then tighten up from the back then attach tube to the front/gate.

2.Jacket Potatoes

After reviewing Fitting & Tit comments it is definetly a Bra Hangar for BIG -MEDIUM -SMALL TITS
