That's not steel surely, looks more like the dopes and some sort of bosuns chair rig.
 
I have seen scaffolding like that offshore in Mexico ,it takes real skill to erect rubbish like that!

Worked with plenty of mexican blokes,would leave most of the workshy pr1ks in this country behind in 100 degree heat,80% humidity,but then again this is great Britain were we are the greatest lol !
